First, if it’s volume you’re after, both do this, but very differently. Tattoo creates volume through forcing your body to create its own collagen meaning your lips are plump and gorgeous naturally. Filler inserts (?) into the lips creating a more pronounced, not as natural looking pout.
Second, tattoo lasts a LOT longer. On average a HP filler will last 4-6 months (less if you are blessed with a fast metabolism), tattoo colour will last up to three years, the symmetry created will last forever. There are permanent fillers around which will last up to 2 years, but the potential side effects of these are not great, best to avoid;

Next, tattoo recovery time is around 5 days, with just the top layer peeling off to reveal gorgeous new, soft, subtle skin underneath (REAL kissable lips!). Filler recovery time is up to 10 days, with sometimes severe and prolonged swelling or bruising, lumps and irregularities in the lips, infection, tissue loss if injected into a blood vessel and most often stiffening or hardening of the lip.
And lastly. tattoo provides colour, natural plumping and contour. Fillers provide only plumping, and if it’s not done well, beware of the dreaded Duck Lips.
